Neath Port Talbot County Borough came into existence on 1 April 1996, but meetings and discussions began a year and a half earlier to establish the shape the new authority would take. The council began to sit as Neath and Port Talbot County Borough Council in May 1995. Initially consisting of a large number of established and ad-hoc committees and sub-committees, the organisation of the council was successively rationalised from 2000 onwards.
