Administrative / Biographical History

Under the Poor Law Amendment Act 1834, parishes formed unions to discharge their responsibilities for the poor and destitute. The Boards of Guardians were elected by local landowners and rate-payers. Holywell Poor Law Union was established in 1837, covering 14 constituent parishes: Caerwys, Cilcain, Flint, Gwaenysgor, Halkyn, Holywell, Llanasa, Mold, Nannerch, Nercwys, Newmarket, Northop, Whitford and Ysceifiog. The workhouse itself was erected, 1838-1840, In Holywell. In 1930, the Union's responsibilities were passed to Flintshire County Council's Public Assistance Committee.

Arrangement

Arranged into the following: Clerk to the Guardians; Out-Relief; Treasurer; Workhouse Master; Relieving Officer; District Medical Officer; Collector of the Guardians; and Non Poor-Law Duties devolving upon Boards of Guardians.

Appraisal Information

The records have been preserved in their entirety, with the exception of a few ephemeral classes, and rate books later than 1914. These have been 'weeded' to leave only those for the years 1916, 1921 and 1926.
