The Rev. Percy Mordaunt Barnard (1868-1941) of Royal Tunbridge Wells, Kent, was an antiquarian bookseller. He accumulated a collection of title deeds and papers relating to properties in Monmouthshire, presumably in the course of his bookselling business; most of the collection appears to derive from the Kemeys family of Bertholey, Llantrisant, Monmouthshire.

The cataloguer noted that the account of the raising of the siege of Montgomery Castle, 1644 is important in that it differs in detail from other documents regarding the siege published in Montgomery Collections XXII.
