Comprising mostly of official documents relating to wartime unit organisation, aircraft maintenance, instruction courses and postwar aircraft disposals where there was some connection with Handley Page. Noel visited Japan in 1922 and the collection contains some information on Japanese aviation.

Colonel Noel appears to have been concerned with the repair and maintenance of aircraft during the First World War and, subsequently, with aircraft disposal and post-war planning. He was a Captain at Kenley Aircraft Acceptance Park in 1917 and later commanded No. 6 Stores Depot at Ascot in 1918.
