A chapel was usually a more local place of worship provided for the inhabitants of a large parish where the parish church was difficult to access. Chapels were subordinate to the parish church and did not perform the full functions of a parish church. Provision was made for chapels to be licensed by the bishop or archbishop in order to carry out the publication of banns and the solemnisation of marriages. Later licenses for the publication of banns and the solemnisation of marriages have been issued for newly founded churches and churches that form part of a newly created united benefice. The diocesan registrar is required to send an annual return to the Registrar General of all chapels licensed for the solemnisation of marriages in the diocese.
