Administrative / Biographical History

Frank Oswald Hooley was born in Birmingham in November 1923. He attended Birmingham University, then began a career as an administrator in higher education. He was an Administrative Assistant at the University of Birmingham, 1948-52, and Assistant Registrar and then Senior Assistant Registrar at the University of Sheffield, 1952-66. He contested the Skipton constituency for Labour in 1959 and then Sheffield Heeley in 1964, a seat which he subsequently won in March 1966 and held until June 1970. He then resumed his administrative career as Senior Administrative Assistant at Manchester Polytechnic, 1970-71, and Chief Administrative Officer at Sheffield City College of Education, 1971-74. He was re-elected to Sheffield Heeley in February 1974, and remained MP there until 1983, when he contested and lost Stratford-upon-Avon. He was particularly interested in environmental matters, and foreign affairs, especially in relation to developing countries, and was at one time a member of the executive of the United Nations Association. Frank Hooley died on 21 January 2015.
