BISRA was established after the war. This was financed by the steel industry and the Department of Scientific and Industrial Research (DSIR) through the British Iron and Steel Federation (BISF). The organization grew out of the Iron and Steel Industrial Research Council (ISIRC). The Council set up to manage BISRA consisted of 31 members. The general idea was that BISRA would not invade those areas in which companies had developed exclusive know-how on which their success depended. Instead BISRA would concentrate on problems which were common to most companies and on which they were willing to pool their expertise.
