Richard Hughes was born on  March 30th 1856  at Plasclocaenog Farm which was near Ruthin, Wales. Mr Hughes was educated at the British school in Corwen and later Salop School in Oswestry. It was traditional for medical and veterinary students to serve apprenticeships before going to college, therefore Mr Hughes spent his apprenticeship with Mr James Stonrar of Chester. In the October of 1876, he went to the Glasgow Veterinary College where he studied for three years. Mr Hughes passed all his professional examinations with honours and was made a member of the Royal College of Veterinary Surgeons in April 1880. When he qualified, one of the examiners, Mr Cartiledge of Sheffield invited Mr Hughes to be his assistant. He remained with Mr Cartiledge for two years. He also served in a similar capacity at Great Yarmouth. In March 1882 Richard Hughes set up a veterinary practice and surgery at 26 Willow Place in Oswestry. This practice expanded steadily and in additon Mr Hughes was in charge of Oswestry Corporation Cattle Market as veterinary officer from 1884. Mr Hughes retired in 1926.

In September 1950 he was made the first life member of the National Veterinary Medical Association for his long and valuable service. For many years he was a member of the Council of the Royal College of Veterinary Surgeons. In 1921 Mr Hughes was made a director of Oswestry Gas Light and Coke company, and was chairman for several years. Throughout his life he was associated with the Oswald Road Presbyterian Church. In 1942 he lost his only son Mr Tudor Hughes. He was survived by his sister Miss C Hughes, and his two daughters Mrs Edwards and Miss Kate Hughes.
