The Scottish Council for Research in Education was founded in 1928 as a voluntary body with members drawn from the Association of Education Authorities, the Educational Institute of Scotland, the Association of Directors of Education, members of the teaching profession, those engaged in educational administration, and students and staff of universties and colleges of education. Until 1961, when it appointed an assessor, the Scottish Education Department was not represented. In 1932 the Council was registered as a limited company with no share capital, and in 1972 it was reconstituted.
