The World Health Organisation (WHO) came into being in 1948 and operates within the United Nations as the directing and co-ordinating body on international health. Leslie Hilliard served as a member of the WHO's Expert Advisory Panel on Mental Health between 1953-1963. Expert Advisory Panels consist of small groups of experts within a particular field, drawn from a broad international spectrum in order to represent local experiences and knowledges.
