Manuscript draft and typed copy. Published in the 'Westminster Review' Apr 1903. The paper used for the draft copy came from the Tewkesbury union and includes a list of Out-door Paupers for the half-year ending Lady Day 1892 [Harriet McIlquham was the first married woman Poor Law Guardian.
