Administrative / Biographical History
The Neath Harbour Commissioners were established by an Act of Parliament in 1800, as a body responsible for licensing pilots. The Neath Harbour Act, 1843 increased the number of Commissioners and extended their powers giving them responsibility for the administration of Neath Harbour. Further Acts followed empowering them to extend their activities. Under the powers given to them by the Neath Harbour Act, 1880, the Commissioners established a first mortgage debentures scheme, offering 3,700 debentures of £100 each, consolidating the borrowing powers given to them by the previous Acts of Parliament. The proceeds from this scheme were to be used to pay off all outstanding bonds issued since 1843 and to pay for the new construction work being carried out, including converting part of the River Neath into a floating dock, diverting the River by making a navigable channel and constructing railways.
