Administrative / Biographical History
Abortive attempts were made to improve the harbour at Lower Fishguard, Pembrokeshire, from the late 18th century onwards. However in 1859 the Fishguard Harbour Improvement Company was formed by Act of Parliament in order to build a pier and quay at Lower Fishguard Harbour. The building work was carried out between March 1860 and July 1862. The Company charged tolls on ships entering the harbour. From the late 19th century the port went into decline, and the Company eventually became insolvent, being wound up in April 1949. The separate Port of Fishguard Harbour was developed in the early 20th century.
