Sefydlwyd cynghorau plwyf o dan Ddeddf Llywodraeth Leol 1894 i drin gweinyddiaeth sifil. Gall y cofnodion gynnwys llyfrau cofnodion, datganiadau ariannol, gohebiaeth, copïau o geisiadau cynllunio, a rhestrau cyfradd. Yn sgil aildrefnu llywodraeth leol ym 1974, disodlwyd y cynghorau plwyf gan gynghorau cymuned.

Civil parish councils were established by the Local Government Act 1894, taking over from parish vestry meetings. Community councils replaced parish councils under the local government reorgansation in 1974.
