Records: Anglesey Defence Action Group

The Shell deep-sea oil terminal offshore at Bull Bay and its associated 196 acre tank farm at Rhosgoch was authorised in 1972.

Because of the complexity of the various works, the development was advanced through two separate but parallel processes: a Private Bill in Parliament to gain authority for the off-shore elements (a single - buoy mooring two miles off-shore, and an associated pipeline to bring the crude oil ashore); and, simultaneously, a conventional planning application to authorize the land works (a huge on-shore oil storage depot a mile and a half inland, with multiple tanks, from which the oil was then piped to Shell's refinery at Stanlow in Cheshire). Both of these processes were open to public objections - the former through several Select Committee hearings, with witnesses, in both Houses of Parliament in 1971 - 1972; and the latter through a Public Enquiry in Amlwch in October/November 1971.

The proposal gave rise to considerable controversy in Anglesey and the papers in this collection were assembled by the principal objectors, the Anglesey Defence Action Group, (ADAG or ANDAG).

The Anglesey Defence Action Group was formed in early 1971 with Richard Thompson-Coon as the catalyst, Bill Grove-White of Llanfechell as Chairman, Lord Anglesey as President and Peggy Williamson of Amlwch as Secretary. Later in the year Robin Grove-White became London agent of the Group, working with Grant Vassie (ADAG's solicitor) and David Blunt (ADAG's barrister for the Select Committee hearings). Gwynne Morris-Jones, an ADAG committee member, CEO of Budenbergs in Amlwch was also very active.

In the final stages of the Bill's passage, between 6 July and 25 October (with no sitting of Parliament in August and September) the focus was principally on the issue of burial of the off-shore pipeline. In September/October 1973 there was a Sunday Times article by Paul Foot triggered by ADAG on Shell's revised intentions.
