Frank H. Cleaver (fl. 1924-1985), of Pontardawe, Glamorgan, worked in the field of education for over forty years. He was educated at University College of Wales, Aberystwyth, and Cambridge University. Between 1929 and 1931, he taught in Buenos Aires, Argentina. From c. 1957 until 1965, he was Her Majesty's Inspector of Schools in Wales.
