Reports a meeting with Sir William Thomson Lord Kelvin]; they disagreed over foreign policy, Joule not sharing Thomson's favourable view of Russia; feels"Mr Gladstone is to blame for the present state of things just as Mr Bright is responsible for the Crimean War."
