The town of Flint, Flintshire - the only borough in the county - was granted its first charter by Edward I in 1284. Until the Municipal Corporations Act 1835, the borough was governed by the constable of the castle, who also served as mayor, with the aid of two bailiffs elected by the burgesses. These were then replaced by a Town Council consisting of 18 Councillors and 6 Aldermen. In 1888, the Borough Council becaome responsible for sanitation and health. The Borough was abolished during local government reorganisation in 1974, with Flint becoming part of Delyn Borough Council, Clwyd.

The earliest surviving borough record, a court leet book 1783-1815, was rescued from destruction by Henry Taylor, the Town Clerk, who published extracts from it in his "Historic Notices...of Flint" (1883).

The records include those of Holywell Rural Parish Council, whose powers passed to the Borough in 1934.

The borough was involved in administering the Flint Cottage Hospital and Flint Public Library; it also accumulated the records of Flint Gaol and Flint Gas and Water Co.
