The Local Government Act 1894 established urban and rural district councils, responsible for making bye-laws regarding the construction of streets and buildings, planting of trees on highways, and for the water supply. In 1935, many RDCs were merged, Llanybydder became part of Newcastle Emlyn Rural District.
