John Morgan Howell (1855-1927) from Aberaeron, Cardiganshire, was a County Councillor and Alderman of Cardiff County Council and served as Chair of the Council, 1918-1919. He was a frequent writer to the Welsh press on subjects of literary and public interest, and won many prizes as a poet.
