Highways boards managed public highways which were neither turnpike roads nor in the care of local boards of health. They were established under an Act of Parliament 1851, although difficulties in implementing the act meant they were not put into operation until 1855. Highways boards managed public highways which were neither turnpike roads nor in the care of Local Boards of Health. Pontypridd District Highway Board was established under the supervision of the County Roads Board which had itself been set up in 1844 to take control of turnpike trusts. Each District possessed a surveyor appointed by the County Roads Board. Responsibility for main roads was transferred in 1889 under the Local Government Act 1888 to County Councils and County Boroughs. The Highway Districts were abolished under the Local Government Act 1894 and their powers were gradually passed to Rural Sanitary Districts. The Pontypridd District of Glamorgan was based mainly upon the Pontypridd Petty Sessional Division.
