Institute for Development Policy and Management Archive

Records of the Institute for Development Policy and Management (IDPM). Currently these comprise an incomplete set of Board minutes, 1994-2003 (earlier minutes are believed lost); an incomplete set of institute newsletters, and some earlier promotional material.

In 1958/9, the University of Manchester introduced courses in public administration for overseas students. Most of these were civil servants undertaking an eight month course, which encompassed development planning and administrative practice. Initially this teaching was done without a formal departmental organisation, with courses co-ordinated by Arthur Livingston (1915-1990), with teaching provided by staff from departments including government, social administration,economics and extra-mural studies.

By the mid-1960s, a formal department was established (known as overseas administrative studies, later administrative studies for overseas visiting fellows), with its own staff to undertake teaching and research. Livingston took charge of the department and was later appointed professor of overseas administrative studies (1969-1983). The original eight month course formed the core of the Department's work, but a number of special courses and programmes were also developed. From the 1980s, there was a shift towards formal diplomas and masters degrees. Department staff were also active as consultants for a number of government and non-government agencies.

In 1987, the Department was re-established as the Institute for Development Policy and Management (IDPM), headed by a Director. The change reflected a desire to establish Manchester as a centre for development studies, with a strong research ethos. Research expertise was developed in areas such as development finance, sub-Saharan agriculture, and personnel management in a development context. In 1995, IDPM became formally part of the Faculty of Economic and Social Studies. Currently, it is part of the School for Environment, Education and Development within the Faculty of Humanities.

The original department was based in the main John Owens building, before moving to 336 Oxford Road, and later to the Precinct Centre. In 2007, IDPM moved to new premises in the Arthur Lewis Building.

Open parts of this collection, and the catalogue descriptions, may contain personal data about living individuals. Some items in this collection may be closed to public inspection in line with the requirements of the DPA. Restrictions/closures of specific items will be indicated in the catalogue.
