Administrative / Biographical History

The Glasgow & District Municipal Federation was formed in February 1907 in order to unite the various Christian temperance and philanthropic associations of Glasgow for the maintenance and advancement of good government. It aimed to co-operate with ward committees to secure the selection and election of suitable candidates to the municipal ward committees. Membership and affiliation was open to all temperance and philanthropic associations, although some declined.

In selecting suitable candidates for election to the municipal burghs, the Federation devised a questionnaire. This looked for candidates who would support the Federations aims: a reduction in drinks licenses and opening hours, the abolition of licensed grocers and drinking clubs, and to promote veto polls. Despite this political involvement, the federation remained non-sectarian and followed no political party.

The Federation was managed by an executive committee, including representatives from affiliated Glasgow temperance organisations and philanthropic associations. By 1911, the Federation was running at a financial loss and was reconstituted.

Under the new constitution, the Federation divided its responsibilities in the city into 6 districts: Central, Northern, Eastern, Western, Southern, and Southwestern. Each district was required to meet at least once a quarter and to have a committee, on which representatives from temperance associations within the district were eligible to attend. Each association, district and individual member paid a subscription fee to the Federation. Each district was to send representatives to the meetings of the Federation, and all members of each district were eligible to attend the annual general meeting in April when the executive committee was elected.

The Federation continued under this new organisational structure until it ceased activity during the 1910s.
