Scope and Content

This series comprises of the following:

  • rates books
  • agricultural rates book

The way in which information was recorded in the rates books has changed over time. Rates volumes typically capture the following information:

  • property number
  • occupier
  • owner
  • description of property
  • net annual value
  • rateable value (£:S:d)
  • notes on arrears, total rates due, when paid and - where applicable - discounts given

Administrative / Biographical History

Elective local government in the Isle of Man can be traced back to the Town Act 1852, under which boards of commissioners, each under the chairmanship of a High Bailiff, were constituted for the four towns ― "for paving, cleansing, lighting, and watching the streets…. And for making and keeping in repair public sewers therein, and otherwise improving the towns" .

The Ramsey Town Act 1865 repealed the earlier Act in respect to Ramsey and provided for the setting-up of the Ramsey Town Commissioners in their current form.

Custodial History

The records comprising this accession were created by Ramsey Town Commissioners. Prior to their deposit the records were stored in the attic at Ramsey Town Hall, Parliament Square, Ramsey until their transfer to the Isle of Man Public Record Office under section 3(4) of the Public Records Act 1999 on the authority of the Town Clerk, 16 September 2022.

Accruals

Accruals are not expected for this sequence as the collecting remit of Local Authorities were transferred to Central Government (Isle of Man Assessment Board) in the late 1950s under provision set-out in the 1953 Act. As of 2022, Local Authority rates - with the exception of Braddan, Douglas and Onchan - are now collected by the Isle of Man Treasury who took on the assessment remit of the Isle of Man Assessment Board in 1985/6.
