The Initiative was set up in April 1988 as the response of the Department of Education and Science (DES) to a recommendation in 'The challenge of change: developing educational guidance for adults' published by the Unit for the Development of Adult Continuing Education (UDACE) in 1986. It was intended to improve the provision to adults in England and Wales of information, advice and guidance about learning and work, and it was initially jointly funded by the DES and the Manpower Services Commission. It operated initially under the aegis of UDACE, a unit of NIACE (National Institute of Adult Continuing Education). It was then absorbed with UDACE into the Further Education Unit, which in turn was absorbed into other agencies.

The Initiative's work spanned a critical shift from the provision of local guidance services by local education authorities (partly funded by Education Support Grants from the DES) to delivery through agencies of central government (Training and Enterprise Councils sponsored by the Employment Department) and private companies. The papers reflect some of the responses to the political and economic climate of the time in the design, funding and delivery of services to individuals and particular social groups. As well as minutes of formal meetings, there are a number of papers relating to early work on competences for guidance workers, quality standards in guidance delivery, the first feasibility study for a national guidance helpline, and development work with local authorities, Training and Enterprise Councils and employers.
