Scope and Content

The Council's business covered the gamut of weapons development, conventional, nuclear and biological, and this is reflected in the subjects addressed by the papers in File SZ/MOS(3)1.

Administrative / Biographical History

The terms of reference of the Council were To consider and initiate new proposals for research and development and to review research and development in progress in Ministry of Supply Establishments in relation to the most recent advances in scientific knowledge .... To advise on scientific and technical problems referred to them .... To make recommendations regarding the most effective use of scientific personnel for research and development [and] To report to the Minister of Supply.

Solly Zuckerman succeeded Sir Alexander Todd at the end of his three-year term as a member of the Council in 1956; at the time a member could serve continuously for no longer. The choice of Zuckerman as Todd's successor was designed to maintain a close association with the Advisory Council on Scientific Policy. In 1959 Zuckerman was invited to serve a further term, but his appointment as Chief Scientific Adviser to the Ministry of Defence precluded acceptance. In 1960 the Council was dissolved.
