Charles Peter Allen was born in Prestwich in December 1861 and educated at Rugby School and University College, Oxford. He married Evelina Barker in 1890 and five years later he contested the Stroud constituency unsuccessfully. Charles Allen was elected as the Liberal member for Stroud at the General Election of 1900 with a majority of 313 over the Conservative Party candidate. He became an unpaid Charity Commissioner in 1910 and two years later he was made a member of the Privy Council. During the First World War, Allen served as a Captain and Major in the Second and Fifth Battalions of the Gloucestershire Regiment. Allen did not contest the 1918 General Election but was defeated by S. W. Tubbs, the Conservative candidate, in 1922. In his professional life, Charles Allen was a barrister and a newspaper proprietor.

The originals of the correspondence were loaned to the Centre by Charles Allen's daughter, Mrs. H. Spreckley, in 1975 and photocopies were made at that time.
