McGougan was senior administrative assistant at the Royal College of Science and Technology, Glasgow, from 1958 to 1961, buildings officer at the Royal College and subsequently the University of Strathclyde, from 1961 to 1966, before taking the role of bursar at the University from 1966 to 1984.
