The Plebs League was formed in 1909 to bring about a definite connection between Ruskin College and the Labour Movement. It soon became clear that this objective would not be met and therefore the league decided to form its own Central Labour College in Oxford. It moved its support behind this college and promoted the idea of similar colleges elsewhere in the country.

Professor of Industrial Relations, Warwick University, 1967-83; Emeritus Professor, 1983-95; member, Royal Commission on Trades Unions and Employers' Associations, 1965-68; Committee of Enquiry into Port Transport Industry, 1964-65; Committee of Inquiry into Seamen's Dispute, 1966-67; National Board for Prices and Incomes, 1966-67; Committee of Inquiry into Local Authorities Manual Workers' Pay Dispute, 1970. Professor Clegg died in 1995.
