Administrative / Biographical History

This body was formed at the annual meeting in March 1918 of the Association of Staff Clerks and Other Civil Servants. It was intended to act as a quasi-professional body modelled on the British Medical Association or the Royal Institute of British Architects and aimed to recruit civil servants immediately below the administrative class in seniority. Membership was open to individuals and affiliation was possible for associations representing particular grades or types of civil servant. Under a federal constitution introduced in January 1920, affiliated associations retained their own internal structures whilst individual members of the SCS were organised in branches. On 31 March 1931, the SCS amalgamated with the Association of Executive Officers and Other Civil Servants to form the Society of Civil Servants (Executive, Directing and Analogous).
