Thought to have been written as a thesis. There is the additional possibility that Stigant intended it to be read at a meeting of the London Japan Society or of the Anthropological Society (of both of which he was a member). The foreword acknowledges "the continuous help received from the University in the compilation of this thesis". Individuals acknowledged include Mr S. Yoshitake "of the School of Oriental Studies".

Administrative / Biographical History
George Bertie Stigant sat an open civil service competition exam for a post as cartographer at the UK Hydrographic Office in July 1910. He worked for the Hydrographic Office in London (and during World War II in Bath) from that time until his retirement in 1951. From 1935 Stigant served as Superintending Cartographer, which title was changed to Chief Civil Hydrographer in 1949.
