Administrative / Biographical History

Arthur Smart was a prominent member of the General and Municipal Workers' Union (GMWU), Southern District. He held the following offices during his 45 years of membership, 1924-1969: from 1924, member of Council House Branch, Birmingham; 1942-1944, full time officer of the GMWU, Birmingham Region; 1944, temporarily transferred to the Southern Region. Smart remained in the Southern Region and served on many National Joint Industrial Councils in Exeter, Plymouth and London. Member of the Joint Industrial Council (Electricity Supply) for 20 years; Trade Union Side Secretary of Southern and Southern District Joint Industrial Councils and member of the London District Council for 20 years; member of the National Joint Industrial Council for the Cement Manufacturing Industry for 18 years; Secretary of the Trade Union side of the DTIC, Thames and Medway for 10 years; member of the National Joint Industrial Council for the Glass Bottle Industry for 19 years; member of the Pilkington National Council for 10 years; member of the Cafe Wages Council for 7 years; Secretary of the Southern Region of the Trades Union Congress for 11 years.
