Administrative / Biographical History

John Scott Maclay was born on 25 October  1905 , son of 1st Baron Maclay, PC, and was created 1st Viscount Muirshiel of Kilmacolm in  1964 . Maclay was educated at Winchester College and Trinity College, Cambridge and married Betty L'Estrange Astley (died 1974) in  1930 . He became MP (National Liberal and Unionist) for Montrose Burghs, 1940-1950 and for Renfrewshire West, 1950-1964. He led the British Merchant Shipping Mission to Washington DC during World War II and served as Parliamentary Secretary Ministry of Production May-July, 1945; Minister of Transport and Civil Aviation, 1951-1952; Minister of State for Colonial Affairs, October 1956 - January 1957; Secretary of State for Scotland, Jan 1957 - July 1962. He was also a Privy Councillor 1952; President of the National Liberal Council, 1957-1967; Chairman of the Joint Exchanger Board for Northern Ireland, 1965-1972; Lord-Lieutenant of Renfrewshire 1967-80; director of the Clydesdale Bank from 1970, Senior Trustee of Sir William Burrell's Trust in the 1970s-1980s.

He was awarded Hon. LLD at Edinburgh University, 1963; Strathclyde University, 1966; and Glasgow University, 1970. He was made a Companion of the Order of St Michael and St George 1944; awarded the Order of the Companions of Honour 1962, the Order of the Thistle in 1973; Knight in 1973.
