Administrative / Biographical History
In 1964 the Ministry of Labour was given powers to establish Industrial Training Boards (ITBs) by the Industrial Training Act. The Boards represented both employers and employees. They were responsible for introducing standards for training in different sectors of industry and providing advice to firms. A compulsory levy on the firms provided funding for trainees. The Boards were abolished in the 1980s.
