The role of the Reconstruction Committee involved '...surveying andunravelling the whole tangle of governmental activities' introduced duringWorld War I (1914 - 1918). It was established in early 1917 but by July 1918had been disbanded, Webb reporting that its '...machinery was too rickety tosurvive'.
