Administrative / Biographical History
The Civil Aviation Authority (CAA) was created by the 1971 Civil Aviation Bill and replaced the Air Transport Licensing Board (ATLB). It was given a wide range of responsibilities in the field of civil aviation including regulation of air safety, airport planning policy and the setting up of an Air Travel Organizer's Licensing system (ATOL). However, its major function was air transport licensing and this included the granting of licences to agricultural aviation firms.
