The Welsh Intermediate Education Act 1889 divided Britain into school districts, corresponding to boroughs in urban areas and in rural areas to civil parishes. School boards were established where existing schools were absent. Government funding for education, from local rates, had been started in 1870, supplemented in 1891 by school grants to reduce or remove school fees. School boards were abolished in 1902, and the power of providing elementary, secondary and technical education then fell on the county council as education authority. The borough of Pembroke, however became an education authority in its own right. The Local Education Authorities were responsible for all public elementary schools, and from 1906 they provided school meals. In 1907 they were obliged to make arrangements for the systematic medical inspection.

Restricted access. The records PCC/ED/22/ADDL are closed for 75 years after date of last file.

A large number of the Education Department Correspondence Files was transferred, relating to every school in the county. A 10% sample only has been kept. All the files dealing with each chosen school were kept, as were all files relating to secondary schools.
