When the mining industry was nationalised in 1945, the National Union of Mineworkers (NUM) sought to create a single trade union to represent everyone who was employed in or around collieries. This included providing representation for the clerical officers who worked in the National Coal Board administration at colliery, division and area level. Prior to nationalisation, these clerical workers were represented by twelve separate unions which were all affiliated to the Trades Union Congress (TUC). Many of the smaller organisations formed part of the National Federation of Colliery Officials and Staffs but others remained independent.

On 27 August 1946, the TUC invited representatives from the main clerical organisations to discuss reorganisation to reduce overlapping between the different organisations. Representatives from the NUM, the National Federation of Colliery Officials and Staffs, the National Association of Clerical and Supervisory Staffs and the Clerical and Administrative Workers Union. The NUM made agreements with the ten unions in the National Federation of Colliery Officials and Staffs and these formed the basis of the new Group No. 3, Clerical and Supervisory Grades Area of the NUM. Negotiations with the other two unions proved to be fruitless however and a further meeting was called on 9 September 1946. It was subsequently agreed that to prevent duplication of effort, the Clerical and Administrative Workers' Union would represent clerical staff at national level. Clerical workers at divisional headquarters were to be the responsibility of the Association of Clerical and Supervisory Staffs. Workers at colliery and area level would be represented by NUM Colliery Officials and Staffs Area (COSA).
