Administrative / Biographical History

Thomas Freeman became a clerk with Gorton Urban District Council in 1901 and transferred to the city treasurer's department when Gorton became part of Manchester in 1909. He was Manchester's chief accountant from 1921 until his retirement in 1941.

He became a member of the National Association of Local Government Officers (NALGO) in 1907 when the Gorton Urban District Council Officers' Guild affiliated to it. His subsequent service with the union was as follows: member of Manchester branch executive council for more than thirty years; member of the Manchester Local Joint Committee (Staff Side) for twenty years; vice-chairman and chairman of the north western and north Wales district committee. 1937-1941; member of national executive council, 1927-1941; chairman of finance and general purposes committee; trustee from May 1937; elected honorary member, July 1942.
