Hugh Roberts, a native of Llanberis, Caernarfonshire, was articled to Messrs Richard Davies & Sons, architects and surveyors, Bangor, from 1908 to 1912, followed by a year as assistant to Gronwy Griffith, assistant to Samuel Evans, county surveyor of Flintshire. He obtained the post of chief assistant to Major W.L. Harpur, county surveyor of Breconshire, in 1914. His time in Brecon was interrupted by the war; he saw active service, 1915-1919. After demobilisation, he returned to Brecon, but that same year (1919) enrolled at Liverpool University School of Architecture. On gaining a First Class Certificate in Design and Construction in 1921, there followed a short period with the Air Ministry at Grantham. In 1922, he returned to Mold to take up his appointment as architectural assistant to R.E. Whitley, county surveyor of Flintshire, and remained with Flintshire County Council until his retirement.
