Administrative / Biographical History

This second Social and Industrial Commission, was created in principle in 1939, (following a report by the Committee to consider the proposed revised constitution of the original Social and Industrial Commission, paper (C.A. 632)), however, in practical terms it did not form until 1941, due to the outbreak of the war. This new revised commission was still to be under the jurisdiction of the Church Assembly and its functions were to be as follows: 'to consider social, industrial and economic questions referred to it by the Church Assembly'; 'to bring to the attention of the Church Assembly social, industrial and economic questions, which engage parliament and affect society as a whole'; 'to consider reports of societies and organisations dealing with specific social, industrial and economic questions; to act as a co-ordinating body for different agencies of the Church relating to these issues.' This commission produced a report paper (C.A. 992), recommending its reconstitution, which happened in 1951, when it was superceded by the Social & Industrial Council.
