The DSIR was one of the earliest of the research councils to be established, in 1916, and came into being in the light of the realisation that Britain was falling behind so far as the quality of its applied scientific research and technological innovation were concerned. The documents in this file were sent to Solly Zuckerman for information in his capacity as Deputy Chairman of the Advisory Council on Scientific Policy. They consist, for the most part, of reports from United Kingdom scientific missions abroad, and Commonwealth Liaison offices, and include some reports of foreign research organisations.
