Administrative / Biographical History

Torfaen Borough Council came into existence on 1 April 1974 as one of the five districts of the new county of Gwent. It consisted of the former Blaenavon, Cwmbran and Pontypool urban districts and parts of the Magor & St Mellons and Pontypool rural districts. The Council served a population of about 91,000 people. The Council comprised 44 elected councillors, including the Mayor and the Leader of the Council. Their work was overseen by several committees, comprising Economic Development, Housing Services, Financial Services, General Purposes, Personnel & Productivity, Planning Services, Environmental Health, Recreation & Leisure, Public Works and Direct Works. The principal officers employed by the Council were the Chief Executive, Town Clerk, Borough Solicitor, Borough Treasurer, Director of Housing, Director of Planning Services, Director of Personnel Services, Director of Technical Services, Director of Environmental Health Services, Director of Recreation & Leisure, Director of Works and the Head of the Economic Development Unit. Torfaen Borough Council was abolished in 1996. It was succeeded by Torfaen County Borough Council, a unitary authority combining the functions of the Borough Council and Gwent County Council.
