Scope and Content
Administrative / Biographical History
In rural areas, highway boards were established under powers granted by the General Highway Act 1835 and the Highways Act 1862 to allow the justices in Quarter Sessions to make orders constituting Highway Districts. In Flintshire, there were boards for Hawarden and Hope, Holywell, Mold, and St Asaph. Each district was governed by a board, consisting of a waywarden for each parish and the local justices. Officials were appointed by the board, including a surveyor. The boards were responsible for highway repairs in their district, taking over from parish vestries. After 1878, highway boards were taken over by rural sanitary authorities. The Local Government Act 1894 abolished Highway Districts.
