Rural Sanitary Authorities, the direct predecessors of Rural District Councils, were appointed in accordance with the Public Health Act of 1872 and continued to operate until abolished by an Act of 1894. During this period they worked alongside the older Boards of Guardians which had been set up under the 1834 Poor Law Amendment Act. The personnel of the two institutions were usually identical. Boards of Guardians continued to supervise Poor Relief until this function was transferred to County Councils and County Borough Councils by the Local Government Act of 1929.

The Act which abolished Rural Sanitary Authorities was the Local Government Act of 1894; their powers were transfered to new authorities called Rural District Councils, who also had local government and highway maintenance functions.

In 1934 the Rural District Councils of Conwy, Geirionnydd and Glan Conwy were combined to form the new Nantconwy Rural District Council. The transition can be seen in COB10/6/15 which begins as a letter book for Conwy Rural District Council but which continues to be used by the new Nantconwy Rural District Council, amongst whose records it is arranged.

Rural District Councils were replaced by District Councils in accordance with the Local Government Act of 1974.
