Administrative / Biographical History

In 1852 the Rhyl Improvement Act incorporated the Rhyl Improvement Commissioners with powers to hold a market, provide a cemetery, supply water, and for cleansing, draining, lighting, watching and paving. These powers were extended by the Rhyl Improvement Act 1872, so the commissioners were able to construct new roads and sewage works, and to take over the Rhyl Bridge Company and the Rhyl Promenade Pier Company. The Rhyl Improvement Act 1892 gave them the power to purchase the Rhyl District Water Company, and also to embank and reclaim the Foryd mudlands. In 1894, their powers passed to the Rhyl Urban District Council.
