An unpublished account of the role of the early district officer in Kenya and the problems inherent in implementing policy, with illustrations and maps, 501 pages. There is a five-page survey of sources, but only limited source references. The book was written with the financial support of the Department of Technical Cooperation, which enabled Cashmore to spend two years on research and writing, one of which was spent in Kenya. The volume is dated at the front October 1964.

Thomas Herbert Richard Cashmore (b. 1928) came to Kenya as a District Officer in 1953. He retired from the Kenya Administrative Service in 1962.
