On 30th January 1933 Adolf Hitler (1889-1945) came to power in Germany. One of the first acts of legislation following this was the 'Restoration of Civil Service Act'. The Act encouraged the removal of 'undesirable people', including academic professors, who had civil service status. Following a proposal by the Director of the London School of Economics William Beveridge, the Professorial Council was set up on 3rd May 1933. Its aim was to assist refugee scholars from Germany. It also established the Academic Assistance Fund. All members of staff were urged to give 1 (lecturers), 2%(readers) or 3 (professors) of their salaries annually in order to collect at least 1,000 for the fund. This 'tax' was discontinued in June 1936, and in 1937 it was decided to transfer the assets of the Fund to the Academic Assistance Council. In 1938 the fund was revived.
