Administrative / Biographical History
The Mutual Aid Committee was a Cabinet committee. Its Sub-Committee on Scientific Co-operation was established in 1957 with a membership of departmental officials. The Treasury representative chaired the Sub-committee, the terms of reference of which were To deal with general issues (as opposed to specific projects) requiring interdepartmental consideration in connection with international scientific and technical co-operation (except in the field of atomic energy) in N.A.T.O. and O.E.E.C.
The establishment of the Sub-committee coincided with the setting up by NATO of a Science Committee and the foundation of the Organisation for European Economic Co-operation (OEEC). It would appear that Solly Zuckerman was sent copies of the Sub-committee's papers in his capacities as the British representative on the NATO Science Committee and Chairman of the Advisory Council on Scientific Policy's Scientific Manpower Committee.
