Herbert Anthony was born in September 1911, the son of Laura Mary and Samuel Alfred, a builder and contractor, his birth being registered at Pontypridd. He became the deputy headmaster and history teacher at the David Hughes School in Menai Bridge and Beaumaris Grammar School. In 1974 he published a book called "Menai Bridge & Its Council". Papers relating to the research for this book are held at Bangor University Archives. Herbert Anthony died in November 2002 and his death was recorded in the North Denbighshire registration district. He left a will and probate was granted in 2003 through the Cardiff Registry.
